Wellfleet Finance Committee
Minutes of Meeting of September 9, 2009
        Senior Center Conference Room, 7:00 p.m.
        
Present: Stephen Oliver, Acting Chair; Robert Kelly, Dennis Murphy, Liz Sorrell, Sam Bradford

Also Attending: Town Administrator Paul Sieloff

Acting Chair Steve Oliver called the meeting to order at 7:00 p.m.

Minutes of 7/8/09
Murphy moved to approve the minutes of July 8, 2009.  Bradford seconded, and the motion carried 4-0-1.

Budget Message
Steve Oliver had prepared a starter draft of the Budget message which Finance Committee continued to develop.  Town Administrator Paul Sieloff and the members discussed topics that should be included.  Oliver asked that everyone bring back suggestions so that the message can be finalized at the September 30th meeting.  Everyone agreed to this.  

Quinn Bill Update
Finance Committee and Paul Sieloff discussed the impact of the State cut backs on the Quinn Bill.  Sieloff said the arrangement will continue until the Police contract is negotiated in spring of 2010.  There are ways to offset the revenue loss through the Quinn Bill that could be implemented, according to Sieloff.  

Fall Special Town Meeting
Paul Sieloff introduced Articles that would be on the October 26, 2009 Special Town Meeting. These included design and survey for a wind turbine; repair of Lieutenant Island Road; increasing meal and motel taxes; more photovoltaic arrays for municipal buildings; creating an Enterprise Fund for the Wellfleet Municipal Water System; an increased fee for written demands from the Tax Collector; and offering eight Town-owned parcels of land for sale.

Liaisons
Steve Oliver reviewed liaison assignments and expectations.  Bob Kelly will continue as liaison to the School Committee.  Dennis Murphy explained how he keeps up with DPW.  Steve Oliver said he would be liaison to the Town Administrator and Town Hall.  Liz Sorrell said she would be liaison for the Nauset Regional School System.  Sam Bradford will cover the Police Department.  Other assignments will follow with more members.  

Upcoming Meetings
Members will attend the Board of Selectman meeting on September 22, 2009.  The next regular Finance Committee meeting will be held September 30, 2009 at the Senior Center.  October 1 and October 14 are also being considered for regular FinCom meetings.

Other Business
Former Finance Committee member Arlene Kirsch, who was present at the meeting, spoke on the Special Town Meeting process.  

Adjournment
Murphy moved to adjourn. Sorrell seconded, and the motion carried 5-0.  The meeting was adjourned at 10:15 p.m.
